Cass County supervisors approve five-year roads plan and two federal-aid bridge agreements

ATLANTIC, Iowa March 31, 2026

The Cass County Board of Supervisors on Tuesday adopted a five-year secondary roads construction program and approved two federal-aid agreements for bridge projects, the board said at a special session held at the Cass County Courthouse.

The actions matter because they set the countys prioritized road projects and authorize county staff to pursue federal funding for two bridge replacements, officials said during the brief meeting.

Supervisor Green moved to adopt Resolution No. 2026-12, the Cass County Secondary Roads Five-Year Construction Program for fiscal years 2027 through 2031; Supervisor Richter seconded the motion, and all five supervisors voted aye. The resolution lays out the countys planned road and bridge projects over the next five fiscal years.

The board also approved two Federal-aid Agreements. Supervisor Richter moved and Supervisor Pettinger seconded approval of Project No. BROS-C015(76)-8J-15 for work on Nishna Valley Road over Indian Creek; the motion carried with all supervisors voting aye. Later, Supervisor Green moved and Supervisor OBrien seconded approval of Project No. BROS-C015(92)-5F-15 for work on 710th Street over Eller Creek; that motion also passed unanimously.

Earlier in the meeting Supervisor Pettinger moved, and Supervisor Green seconded, approval of the consent agenda, which included minutes from meetings on March 17 and March 24, 2026. That motion carried with all ayes.

The special session convened at 9:00 a.m. in the board room of the Cass County Courthouse in Atlantic and adjourned at 9:45 a.m., following a final motion to adjourn that passed unanimously.

Actions recorded in the minutes show five ayes on each motion: Baier, Pettinger, Green, Richter and OBrien. The minutes list OBrien as participating by Zoom.
