Votes at a glance: Wheeling council approves routine capital, banking and audit measures; tables traffic items

The Wheeling City Council on Jan. 20 approved a slate of routine ordinances and resolutions and tabled a pair of traffic items. The council approved: an $18,105 contract with Spartan Fire Hydrants for hydrant upgrades; an ordinance vacating and abandoning a portion of an unopened Elmwood alley (quitclaim deeds to be executed by the city manager); a $15,190 rental agreement with Atlas Environmental Management for two temporary frac tanks; designation of city depositories for 2026 (Truist, United Bank, Community Bank, WesBanco Bank, First Choice America Community Federal Credit Union, Chase Bank, and Main Street Bank Wheeling); $59,000 for M and G Architects and Engineers for engineering services tied to 14th Street demolition work (paid from a West Virginia Water Development Authority Economic Enhancement Grant); and other listed capital measures.
Council also adopted budget revision number 3 to the FY2026 general fund and approved a resolution changing the funding source for the Valley View sanitary sewer improvement so costs will be charged to 2021A bonds. The clerk called the roll for each adoption and recorded affirmative votes; the meeting record shows each motion carried.
The council tabled two traffic-related ordinances: a proposal to create a two-hour parking zone on National Road between Cole Avenue and Junior Avenue Bridge, and a proposal to relocate a bus stop on National Road near Junior Avenue Bridal; both items were tabled following motions to do so.
Several original propositions were introduced for future consideration, including exterior painting of the intermodal garage by Petacord & Son ($139,935), a $415,000 economic-development transfer to Ohio Valley Area Development Corporation (split between RCIP and project funds), compact-car parking meter designations on Market Street, an audit contract with Perry & Associates ($40,050), and opioid-settlement funds proposed for Easterseals of Wheeling; these items were listed as introduced but not decided at the Jan. 20 meeting.
Next steps: introduced items will return to the council for consideration on future agendas; the tabled traffic items remain postponed.
