Council approves FEMA hazard mitigation grant application after city describes Cadillac Avenue flood damage

When a council member asked whether properties demolished with FEMA funds could be rebuilt, the city manager said, "That's correct" (i.e., rebuilding would not be permitted under the program rules).
The council voted to approve the resolution; the clerk called the roll and recorded affirmatives.
