Rockcastle Fiscal Court approves donations, appointments, vehicle acquisitions and budget transfers

Rockcastle County Fiscal Court approved a series of routine and project-related items during meetings on March 17 and March 30, 2026, including donations, appointments, equipment purchases and several interfund transfers.

On March 17 the court unanimously approved purchasing a Revolutionary War Patriots marker and pole for the courthouse lawn at a cost of $4,000; the transcript notes Debra Brown, 2nd Vice Regent of the Rockcastle Chapter of the Daughters of the American Revolution, will pick up the marker in Louisville to avoid an estimated $400 shipping fee. The court also approved a $7,500 donation to Hospice Care Plus.

The court appointed Donna Stayton to the Rockcastle County Public Library Board of Trustees to fill a vacancy created by the death of trustee Carolyn Collin-Hunt. The court approved a KY Transportation Cabinet agreement for a single-axle dump truck loan and accepted a donated 1997 GMC dump truck (with a new transmission) from Scott County for road-department use.

Financial business included routine approvals of development-board support ($1,174), solid-waste monthly reports and two solid-waste grants for 2026–2027, and RCIDA pass-through program support payments ($25,000 and $15,000). The treasurer’s February financial report and claims were approved. The court approved multiple interfund transfers and cash transfers on March 17: Federal Funds to Road Fund $88,070.02 (DR4860-PYMT3) and $141,315.57 (DR4860-PYMT4); an interfund transfer from the General Fund to the Jail Fund for $125,000; and a cash transfer from the Occupational Tax Fund to the General Fund for $125,000.

EMA purchases and public-safety upgrades were also approved: the court authorized purchase of two drone batteries quoted at $1,800 for Seiler Public Safety, and on March 30 it unanimously approved a 911 grant application for a hardware refresh with vendor AK Associates/Solacom.

At the March 30 meeting the court approved several items related to municipal grant debt and infrastructure. Notably, it accepted a donated 1993 International fire truck (VIN 1HTSEPCLOPH484923) from Pulaski County for the Pongo Fire Department; it approved KIA grant-debt items for the City of Livingston and the Wood Creek Water District; and it recorded completion of the Livingston Gym insulation project (invoice $13,088 placed on the claims list).

The court approved a Road Department garage bid packet and authorized placement of a Notice of Bid in the Mount Vernon Signal. For corrections services, the court unanimously approved the HB556 contract with the Kentucky Department of Corrections for fiscal years 2027–2028 as presented.

The Sheriff department was authorized to purchase a 2022 Dodge Durango and required mounting equipment. The county will pay $18,400 toward the vehicle and half ($1,164.05) of the equipment costs; the Sheriff will contribute $10,000 toward the vehicle and the remaining $1,164.05 for equipment, making the vehicle total $28,400 and the equipment total $2,328.10. On March 30 the court also approved an interfund transfer of $5,773.73 from the Road Fund to the General Fund to correct Title III deposit accounting.

Most motions passed unanimously by voice vote; the meetings also recorded information-only items, including a proposed jail budget for FY2026–2027 and updates on road slides and DR4864 projects. Both sessions adjourned after routine business and claims approvals.
