City staff outlines process for $1.5M small‑project stormwater allocation

City stormwater staff on April 27 gave the Public Works and Utilities Committee a detailed overview of the small‑project allocation process used to address localized flooding and maintenance needs.
Marvin Fountain, a stormwater staff member, told the committee the current fiscal‑year allocation for small projects is approximately $1.5 million (prior years were about $1.0 million). He said typical small projects fall in the $10,000 to $250,000 range, most can be delivered within three to 24 months, and staff aim to present one‑page summaries and funding tables to the committee in November as part of the budget process.
Fountain described common small projects—outfall cleaning, inlet adjustments, easement acquisition, neighborhood pipe modernization and targeted storage—and said the program is intended to be flexible and fast so the city can address recurring maintenance and flooding complaints without moving a project into the capital improvement plan process.
He asked council members to bring candidate locations and requests to staff by August so engineers can develop concept and cost estimates for the staff’s fall summaries. Fountain said the department does much of the work in house to reduce cost and contracts out specialty work only when necessary.
Committee members thanked staff for the refresher and asked follow‑up questions about submission timing and whether staff would share the presentation materials; staff agreed to share the deck.
