Bridal Negus (property manager, ARM division) presented a request to convert general lease 4519—now occupied by Rodolfo and Brigitte Dieguez—into a new 35‑year lease under chapter 4‑158 HAR. The departmental appraisal determined an annual base rent of $4,070 with a 1.5% gross‑proceeds percentage rent and a conversion premium computed at 25% of the annual base rent for up to seven years.
Negus said the conversion will provide lessees long‑term stability to support investment in orchard operations that currently produce tangerines, tangelos, oranges, longans, bananas, lemons and mango. "Securing a long term lease will provide stability, allowing them to make long range investments in the property and be able to expand their agriculture efforts and increase their success and productivity," the staff presentation said.
Staff recommended approval of the conversion, acceptance of the appraised rental rate, and mutual cancellation of the prior lease upon execution of the converted lease. No public testimony opposed the request; the board approved the conversion unanimously.
