Noble said the project would reallocate 36 unused units from the Parkwood project so there is no net increase in total units planned for Village 1.
Environmental consultant Adrienne Graham told council staff prepared an addendum to the certified 2012 Village 1 specific plan EIR and concluded the changes would not result in new significant environmental impacts because the area of disturbance remained consistent with the prior analysis. Staff recommended adopting the addendum, adopting resolutions to amend the specific plan and zoning, waiving first reading and adopting by title an ordinance to amend the general development plan, and approving the tentative subdivision map with conditions.
Clifton Taylor, representing the applicant, spoke in support. The council discussed a requested clarification to conditions of approval that would reference modified mitigation language in the addendum; council members moved and carried the motions to approve the package of entitlements (5-0).
What happens next: Staff will incorporate the clarified condition language and verify compliance with conditions of approval as the applicant moves toward final map and permit submittals.
