Council amends capital plan, pulls City Hall modernization funding and approves companion CIP ordinances amid debate over CPP and golf-course subsidies

The chair read companion ordinances (including 2-32 and 2-34 as amended) that inserted fund numbers, altered estimated sums and removed a previously budgeted $7,000,000 City Hall modernization allocation. Council members said they supported ADA accessibility work but wanted a separate, focused conversation and legislation for City Hall modernization and to better understand phasing, costs and operating impacts before proceeding.
A council member moved to strike a $1,184,000 line item for Highland Golf Course and redirect those funds to Cleveland Public Power for emergency grid repairs. Several members supported re-prioritizing capital toward public-power needs; administration and bond counsel warned about legal and bond-issuance constraints on moving funds between bond-funded or enterprise-funded projects. After debate and a roll-call vote on the amendment the motion failed and the ordinances as amended were approved. The chair said council would follow up with the administration on City Hall and other CIP priorities.
Council also approved other companion capital items and instructed staff to return with additional ADA-specific proposals and breakdowns for the City Hall work.
