Colonial Heights School Board approves $397,663 transfer for summer projects and extends $1,500 bonus to all contracted staff

The Colonial Heights School Board approved several operational and financial measures at its April 28, 2026 meeting aimed at starting summer maintenance projects and distributing a one-time bonus to staff.
Business services presented Budget Amendment No. 2 for the 2025–26 school year, requesting a $397,663 transfer from the CIP contingency to maintenance capital expenditures so the division can begin two summer projects — high school track servicing and a boiler replacement — to be completed before the next school year. The presenter said these projects are already budgeted for next year but requested the transfer so work can start in June; staff said the funds will be transferred back into contingency in the next budget cycle. The board approved the amendment by roll call.
The board also approved the Special Education Annual Plan for 2025–26, which staff said is required to receive federal special-education funds. According to staff, there were no changes to the plan’s expenditure categories from the previous year.
On compensation, staff explained that a recently passed General Assembly "caboose" bill provides a $1,500 bonus to SOQ-funded positions. With board approval, staff proposed extending the bonus to all full-time and part-time contracted employees. The division said funding would be received on June 1 and the bonus paid on June 4 to any eligible employee who was under contract as of May 29; amounts will be prorated for employees hired later in the year. The board approved extending the bonus to the broader group of contracted staff.
Other business included approval of the consent agenda (minutes and BSBA policy updates) and acceptance of the March 2026 financial report; staff noted that the schools’ audit was finalized and that detailed audit results and any related budget transfers will be presented at the next meeting. Business services also described recent facility work: an identified crack at the high-school cafeteria required a structural evaluation with an estimated repair cost of about $37,000 and a separate project realized roughly $30,000 in savings through contractor negotiation.
All actions described above were moved, seconded and approved by roll call during the meeting; no item was tabled or failed. The board adjourned at the close of business.
