Community development staff said the property is currently zoned M-1 and recommended a site-limited SUP with conditions requiring compliance with the city’s activity-center corridor overlay and Chapter 54 sign code; staff also limited automotive activity so that tires may not be sold, installed or stored and outdoor storage is prohibited. "This will allow us to review their final renderings against that and approve it during the building permit process," staff said when summarizing conditions.
Preston Willard, president of Toxaway Automotive Group and franchisee of Take 5, described the operation as a three-bay, stay-in-your-car, 10-minute oil-change service. Willard said the company does not use underground storage tanks and that used oil is plumbed into a trench-style pit for recycling. He told the council the business hires locally and has multiple Georgia locations.
Council members asked site-specific questions including hours of operation (Monday–Saturday 7 a.m.–8 p.m., Sunday 9 a.m.–5 p.m.) and approximate starting price (about $55). No public speakers spoke in opposition during the public hearing. The council moved, seconded and approved the SUP by voice vote; the mayor welcomed the applicant to the community.
