Cosmopolis council reviews Grays Harbor County emergency plan annex; participation fee $4,665

At a pre-meeting workshop, Cosmopolis council members reviewed a jurisdictional annex to Grays Harbor County's Comprehensive Emergency Management Plan (CEMP) and were told the city's participation cost was $4,665.
Hannah, a Grays Harbor County Emergency Management representative, said the CEMP is required by RCW 38.52 and WAC code 118.3 and follows a five-year update cycle. "It's over 400 pages long," she said, and noted the plan and its jurisdictional annexes are posted on the county website.
The county adopted a revised edition of the 2022 CEMP on 05/13/2025, replacing a 2015 version, Hannah said. She added that the county revised hazard rankings to reflect data from its 2024 hazard mitigation plan and that, as of January 2025, Grays Harbor County Emergency Management began providing services to seven cities and added jurisdictional annexes for each participating city, including Cosmopolis.
Hannah described the annexes as the local component of the county plan: they outline direction and control responsibilities during an incident and cover coordination, information collection and analysis, requests for assistance, staffing, facilities management, financial management and recovery support. "Your inclusion ensures we're part of a coordinated and consistent emergency response framework," she said.
A council member asked whether the annex imposes added expenses on the city; Hannah said the county's emergency management services agreement had been enacted and that the specific participation charge for Cosmopolis was $4,665. "Cost for Cosmopolis was $4,665," she said.
Another council member noted a local committee worked with county staff to develop the annex and named local participants, saying the group provided input on how the city would reach out and support residents in the event of a disaster. The committee included Justin, Councilman Spargo and Clerk Barr, according to the council member.
The council paused the workshop at 6:30 p.m. and moved to the regular meeting, where the jurisdictional annex was listed on the agenda for adoption later that evening.
