La Porte expands transportation consulting scope, adds $229,200 for local traffic modeling

The Board of Public Works and Safety approved an amended local public agency (LPA) contract that adds scope to build a local transportation model, research potential relinquishment of state highway segments within the city, and develop alternate truck routes.
Craig Phillips told the board the regional model from NIRPC (regional planning body) did not suit local needs and the city needs a model it can run scenarios on. "We determined that the regional model available to us from NURPC did not work well at the local level, so it became necessary to develop our own ..." Phillips said, describing why the additional scope is needed.
The additional scope is capped at $229,200, which brings the overall project cost to $579,200. Phillips said $162,400 in federal funds available through the state are anticipated to cover part of the increase; the remainder will be funded 50% by redevelopment commission funds approved earlier and the city's encumbered departmental funds.
Phillips said once the board approved the scope he would forward a revised INDOT LPA contract for signature at a future meeting. The board approved the amended scope by voice vote.
The action covers technical work likely to inform future roadway projects, truck routing and any city requests to assume control of state road segments.
