Commission reviews transportation-element edits to satisfy SRTC checklist

Lance presented proposed edits to Liberty Lake’s transportation element on March 26, saying he added language that SRTC required on safety, multimodal level of service and resiliency so the regional agency would not deny the chapter.
Lance said the changes address specific SRTC checklist items — including item 13 on safety and reducing fatalities, multimodal level‑of‑service language requested for highways of statewide significance (the chapter references I‑90), and new wording about transportation resiliency, greenhouse‑gas discussion and policies for preparedness, response and recovery.
He told commissioners he also consolidated and simplified technical passages that relied on route and centroid‑connector numbers so the document remains understandable and less likely to become obsolete as route designations change. Lance said SRTC will be a reviewer and that incorporating the checklist text is intended to speed regional approval.
Commissioners discussed whether to include the 17–18 pages of SRTC checklist material as an appendix or provide a summary and Lance offered to circulate checklist material separately for reference. Next steps include additional review by staff and a planned council briefing.
