The petition cites RCW chapter 89.08, the state statute governing conservation districts. Staff described the step as procedural: if the council approves the petition, the commission will review the proposed boundaries and determine whether to include the territory.
The vote advances an administrative process that staff said includes formal paperwork, a public hearing and county notification. City Attorney Chris Coker told the council the boundary-review process requires publication and procedural steps before final action by the state or county offices.
