Council approves small boundary contraction for Wellness Ridge CDD after staff, developer explanations

Council considered a final reading of Ordinance 2026-011 to contract the boundaries of the Wellness Ridge Community Development District by roughly 0.08 acres. Planning staff said the change would remove a small, nonresidential sliver that resulted from an earlier surveying alignment and would have no effect on budgets or infrastructure for existing homeowners.
"The revised request omits the original expansion and removes a surveying error; the small contraction parcel has no home sites on it and no infrastructure in the district," staff said. Petition counsel Jen Carpenter said the sliver followed the road geometry changes and the request is a legal cleanup.
A nearby resident, Joe Famasi, urged denial, arguing CDD governance had sometimes acted in the developer's interest and asking the city to withhold further platting until the CDD demonstrates independent oversight. Lennar's representative said the hashed parcel is privately owned commercial land and the petition simply restores the correct ownership to the property owner.
Planning and staff recommended approval amid assurances the change would be immaterial to CDD finances and turnover; council approved the ordinance 4-1 after discussion about the CDD's responsibilities and future interlocal cooperation if more CDD petitions arise. Council members asked staff to continue oversight of CDD turnover and to ensure interlocal mechanisms for cooperation on stormwater and inter-district issues.
