Resident alleges civil-rights violations by local officers during contract hearing, urges investigation

A public commenter told a special hearing that a pattern of alleged civil-rights violations involving a deputy and some city officials has eroded trust and should be considered before the city agrees to increase funding for policing.

"I have demonstrable proof that that did take place within the office ... I have the video to prove it," the public commenter said, urging the council to consider a formal review. The commenter described threats to his and his wife’s safety and said the alleged conduct included what he called ‘‘cruel and unusual’’ treatment.

Council members and the sheriff's office representative pushed back that the meeting’s stated purpose was the contract discussion, not adjudicating allegations. The chair told the commenter the council would need to focus on the contract discussion, while the sheriff's office representative said formal complaints could be pursued through investigatory or disciplinary channels.

The exchange highlighted a community trust question: if residents believe local officers or officials have engaged in misconduct, they may be unwilling to support higher taxes or a larger contract. Several attendees explicitly linked trust to willingness to approve additional funding.

No investigation or formal action was initiated at the hearing; the chair and sheriff's representative directed that procedural channels (for example, filing complaints with disciplinary authorities) are the appropriate route to pursue specific misconduct claims. The council stated it will continue contract deliberations at the next full meeting on the 18th.
