Lucas council authorizes interlocal automatic fire and EMS aid agreement with Parker

The Lucas City Council voted Jan. 16 to authorize the city manager to execute an interlocal agreement (ILA) with the City of Parker to provide automatic fire and first-responder assistance.
Mayor Potem opened the discussion after the consent agenda was pulled for separate consideration. Fire Chief Ted Stevens explained that Parker does not hold an EMS provider license, so while Parker could request first responders from Lucas via the ILA, ambulance transport would still be provided by licensed ambulance vendors elsewhere. "When you say fire and EMS, yes, ma'am, it could be for first responder from Parker, but it won't be an ambulance," Chief Stevens said.
Council members asked whether the agreement would change existing ambulance service patterns. Chief Stevens replied that Lucas might be the first responder only in priority calls when other ambulances (for example in nearby Wylie) were unavailable, and that the ILA updates previous mutual-aid language with Parker. Councilmembers expressed appreciation that the updated agreement reflected several years of work and improved clarity.
Councilmember (unspecified) moved to authorize the city manager to execute the ILA between the City of Lucas and the City of Parker for automatic fire and EMS assistance. The motion was seconded and the council voted in favor; the motion carried.
The ILA is intended to formalize automatic aid exchanges so neighboring jurisdictions can respond more quickly to emergencies. The council did not specify amendment language in the meeting; staff confirmed the updated ILA replaces an older agreement and clarifies roles for first response and EMS transport.
