Richfield City Council approves Sheridan Hill sidewalk contract, MnDOT grant authorization and encroachment agreement

The council approved a bid award and contract authorization to Concrete Idea for the Sheridan Hill Elementary 'Safe Routes to School' sidewalk project in the amount of $429,153.25 and authorized the city manager to approve contract changes up to $175,000 without further council consideration. Tong Van also described a resolution allowing reimbursement of certain expenditures from proceeds of street reconstruction and utility bonds related to the Penn Avenue reconstruction project and asked the council to adopt a resolution authorizing execution of the Minnesota Department of Transportation grant (MnDOT grant number 1062789) to disburse state general obligation bond funds for Sheridan Hill.
Council members voted by voice to approve the consent calendar. Council member Heath O'Leary spoke in favor of the encroachment item, noting that the approved property, 6440 Nicollet Avenue, is now open and operating as a co-working space (Her Space LLC, doing business as The Coven), and that the council welcomed the business's presence in Richfield.
Why it matters: the Sheridan Hill sidewalk contract and the associated MnDOT grant are intended to improve pedestrian safety around an elementary school; the Penn Avenue reimbursement resolution supports a larger street reconstruction program.
