Greenfield council approves $1.62 million amendment for wastewater plant design after state funding arrives

City staff told the Greenfield City Council that the city has received a fully executed state funding agreement to build a new wastewater treatment plant and presented a recommended contract amendment with Hydroscience Engineers to resume and complete design work.
"Today, we received the fully executed funding agreement from the state to build the wastewater treatment plant," a staff member said, announcing that additional design work and reengagement with permitting agencies are needed after a pause in the project.
Staff detailed Amendment No. 2 to the Hydroscience Engineers contract to replenish earlier budgets, prepare a 100% plans and specifications bid set, reengage PG&E permitting and cover cost escalation and extended project management. The staff report and presentation set the amendment at a not‑to‑exceed amount of $1,616,706 (transcript materials show small inconsistent variants of this figure in different places) and a new cumulative contract total of roughly $6.43 million.
The presentation said the amendment would also extend the contract completion date and project management support through 2029 and allow the contract to remain open through Sept. 1, 2030, to finish as‑built documentation. Staff requested a supplemental appropriation of $1,143,336 from the wastewater enterprise fund to complete 100% plans and specifications this fiscal year; staff said those upfront costs will be reimbursed through the state revolving fund process after the state funding agreement is executed.
Council moved and approved the amendment and the supplemental appropriation by voice vote. No public comments were made during the hearing. Staff said a page‑turn meeting will be scheduled to review the hundreds of pages in the 100% plans and specifications before the set is finalized for bidding.
Next steps: Staff to schedule a page‑turn meeting, finalize the stamped bid set and proceed to bid and construction phases; reimbursements will be sought from the state as described in the funding agreement.
