Greenfield council introduces first reading of 2025 California building standards

Mark Myers, the city building official, told the Greenfield City Council that the state updates the California Building Standards (Title 24) on a three‑year cycle and local adoption is required for full enforceability. Staff recommended introduction of an ordinance adopting the 2025 edition and related parts of the code, with possible local amendments supported by findings.
"The California Building Standards Code is revised on a three‑year cycle and must be adopted by local jurisdictions to enforce them fully," Mark Myers said, describing the code sections and the local‑adoption process. He noted the codes cover building design, fire protection, energy efficiency and other technical standards.
Council opened and closed the public hearing with no public speakers and moved to introduce and read the ordinance by title only. The council set a second reading and adoption for the next scheduled meeting on May 12.
Staff noted the updated code becomes effective statewide on Jan. 1, 2026, unless a jurisdiction adopts earlier. The staff report indicated the adoption is exempt from CEQA because it is a regulatory standard that will not result in a direct physical change to the environment.
Next steps: The council will consider the second reading and formal adoption of the ordinance at its May 12 meeting.
