Commission re-awards nursing-home generator contract to Coward Electric after initial bidder deemed nonresponsive

Lowndes County commissioners voted to declare an initial generator proposal nonresponsive and re-award the contract to Coward Electric for generator installations at five county nursing-home facilities.
County staff told commissioners that a bidder originally tentatively awarded the work could not meet specifications at the proposed price after shop drawings and additional review. Because the original proposer did not disclose the inability to meet specifications, staff recommended declaring that proposal nonresponsive. Staff said Coward Electric was the next responsive bidder and recommended award to that firm.
When asked about schedule, staff said they expected installation by the end of the year if factory timelines are met. Staff estimated the generators would serve about 500 residents across the five facilities. After a motion, second and no further discussion, the commission approved the procurement determination and award by voice vote with no recorded opposition.
