Richland finance director warns of state withholding, headcount shifts and emergent capital needs

He also noted approximately $5 million in undesignated capital project funds that could be used for emergent summer repairs, but said some capital spending may require a budget extension if appropriations were not set aside.
Board members asked for follow-up on specific headcount losses and timing for potential capital hearings; Travis said he would return with details and that the long-term facilities plan will inform any capital reallocation decisions.
