Danbury planning staff wins positive referral to tighten rules for dependency treatment centers in CA‑80 zone

The Danbury Planning Commission voted on Oct. 16 to give a positive referral to a proposed text amendment that would add objective parameters for dependency treatment centers (also called 'rehab' centers) in the CA‑80 Arterial Commercial zone.
Planning director Walid Alpakay presented the referral, saying the change would add criteria such as minimum lot area and distance requirements from specified 'sensitive uses' to guide special‑exception review. "We're talking about 500 feet from some, what we call sensitive uses," Alpakay said, describing a measurement method similar to the city's rules for cannabis stores.
Alpakay said the city currently has a single site that fits the definition (a facility operated by the Midwestern Connecticut Council on Alcoholism) and that the amendment aims to provide clearer guidance for future applications. Commission members expressed support, and Commissioner Sylvain moved for a positive referral; the motion was seconded and carried by voice vote.
The item will now go to the zoning commission for formal public hearing and final action; the planning staff noted the referral is consistent with the city's plan of conservation and development and with existing zoning philosophy.
