Diocese proposes Aug. 19, 2026 start for School Resource Officer at OLP; borough to review contract

Borough solicitor told the Clarks Summit Borough Council on April 29 that the Diocese of Scranton has provided a proposed School Resource Officer (SRO) agreement for Our Lady of Peace (OLP) and that the diocese’s solicitor prefers an Aug. 19, 2026 start to align with the school year.
The solicitor said the program is "fully funded" by the diocese and described the officer’s pay terms in the draft agreement: approximately $30 per hour or about $38,640 annually, with language indicating the borough should not be reimbursed beyond roughly $38,000 under the agreement. The solicitor said the borough can amend the proposed contract before an August start date.
Council members asked which other schools were expressing interest; the solicitor named Saint Paul’s and All Saints Academy as parties that have discussed participation but said OLP is most advanced. The council agreed there was no immediate rush to sign and that final legal review and any necessary amendments should be completed at least several weeks in advance of the proposed start.
Mayor Harry Kelly characterized the report as a positive development for school safety and said, once paperwork and any required petitions are complete, the borough will be ready to implement the agreement.
The council did not vote on the contract at the April 29 meeting; members directed staff and counsel to continue review and to place the finalized agreement on a future agenda for approval.
