Ephraim board reviews teen library council bylaws, delays vote for edits

He recommended ages 13–18 for membership; during discussion a board member said, “It would be nice to have 12 year olds on there, but I think 13 to 18 is good.” The board discussed council size and quorum (proposal revised to 5–7 members with quorum adjusted to 3–4 depending on final size), adult participation (change the planned adult slot from a library board member to a community member), background checks for adult volunteers, and outreach to neighboring libraries and schools.
Board members asked staff to revise the draft to add flexible language on council size and quorum, clarify adult eligibility and background‑check requirements, and circulate the revised bylaws to the board before a final vote. The vote on adoption was postponed until the edited bylaws are distributed.
