The Vacaville Unified governing board unanimously approved a slate of contracts at its combined recognition and regular meeting, and delegated authority to the Solano County library director to negotiate and execute remaining change orders on the Vacaville Cultural Center Library project.
The board took voice votes on multiple consent and construction items, each carried 6–0. Among the approvals were the district’s 2026–27 transportation plan and a contract with Comcast not to exceed $697,458.24. The board also approved a $682,265 contract with American Asphalt Repair & Resurfacing Company Inc. for hard‑court replacement at Jean Callison Elementary; a contract with 101 Builders Inc. for Fairmont Elementary portables and site work not to exceed $434,000; and a $383,000 contract with Sandstone Environmental Engineering Inc. for Orchard Elementary portables.
Board members also approved a contract for district kitchen finish work at multiple elementary schools in an amount not to exceed $266,106, and a purchase order with Palmer Hamilton Design for $140,720.29. The board approved an amendment to a contract with Pinnacle Petroleum Inc. that increases fuel funding for district vehicles by $90,000. All motions were moved and seconded as recorded in the agenda; the chair called for voice votes and reported each item carried 6–0.
Later in the meeting, after a presentation on the Vacaville Cultural Center Library closeout, the board moved to grant delegated authority to the Solano County Library Director to negotiate and approve remaining change orders with Gilbane Building Company for the cultural center library in an amount not to exceed $946,570. The chair put the motion to a voice vote; the motion carried 6–0.
The library‑project presentation that preceded the delegated‑authority vote described owner‑directed changes (fencing, trash enclosures), reconfigured sprinklers and front‑end controllers, and some trade damage that has since been repaired and covered by warranty. Tim Reynolds, capital projects division for Solano County, told the board the project used roughly 9% of a 10% contingency and remains under budget overall.
No dissenting votes were recorded during the public meeting. Several board members asked procedural or clarifying questions but the record shows the meeting proceeded by the consent process for these agenda items. The board scheduled the next regular governing board meeting for 05/07/2026 at 6:30 p.m. at the Educational Services Center.
