The Knox County Board approved a pay request of $743,884.55 to MSI for work on the county nursing-home project, a contract the packet lists at $7,659,903.59. The motion to approve the payment passed on a roll call with 11 ayes and 2 nays.
During debate several members and at least one attendee pressed for performance reporting and demonstrated savings data that the MSI performance contract was supposed to produce. A speaker identified in the record as Pam said the county has not received written documentation of improvements or savings: "As these performance contracts, with MSI, just not the nursing home, we have not received anything of what the improvements are," the speaker said, adding that taxpayers deserve a clear accounting of savings.
County representatives and the audit lead said packet materials itemize the work done and amounts released; they also said a formal, comparable ROI review will be more reasonable to conduct once construction is complete and a one-year comparison period is available. The administration noted this vote was to approve the current payment request, not to close performance-evaluation questions.
The board also approved prior small outstanding applications to MSI as part of routine audit follow-ups. Members asked staff to provide further documentation and a timeline for a consolidated performance report after the nursing-home project is finished.
Next steps: staff to provide a fuller performance/savings report once comparable pre/post data are available; payments to MSI continue under the contract terms.
