Hancock County supervisors adopt FY2027 budget, set elected officials' pay and award $625,402.40 cold-storage contract

Garner, Iowa — The Hancock County Board of Supervisors on April 13 unanimously adopted the county’s FY2026-2027 budget, approved pay increases for elected officials and awarded a $625,402.40 construction contract for a county cold-storage facility in Britt.
On a motion by Supervisor Gary Rayhons, seconded by Supervisor Florence ("Sis") Greiman, the board approved RESOLUTION NO. 2026-015 to accept Kingland Construction’s base bid plus Add 2 for the Hancock County Secondary Roads Cold Storage Project and awarded the associated contract in the amount of $625,402.40. The resolution designates Jeremy Purvis, P.E., the county engineer, to execute contract documents after the contractor provides the required bond and certificate of insurance.
The board then held the published public hearing on the proposed FY2026-2027 budget. Auditor Michelle K. Eisenman told the board that notice had been published in the county’s official newspaper, the Leader, and that no written or oral comments had been filed. Supervisors discussed increased expenses in courthouse preservation, replacement of fire panels, insurance and information-technology costs and commended department heads for their work on the proposed budgets. After the hearing, Supervisor Greiman moved to close the hearing; the motion carried unanimously.
Following the hearing, the board approved RESOLUTION NO. 2026-016, setting elected-official compensation for the fiscal year beginning July 1, 2026. The salary recommendations adopted included: County Attorney $142,849 (3% increase), Auditor $96,170 (4% increase), Recorder $87,395 (3% increase), Treasurer $87,271 (2% increase), Sheriff $135,500 (5.4163% increase), and Supervisor $44,986 (2.75% increase). The board stated it acted pursuant to Iowa Code chapters 331.905 and 331.907 after dissolving the Hancock County Compensation Board earlier in 2026.
The board then adopted RESOLUTION NO. 2026-017, formally approving the FY2026-2027 budget as published.
Other approvals during the meeting included a $1,575 quote for dirtwork and seeding of the Hancock County Courthouse lawn from North Iowa Turf & Irrigation; the hiring of Sheryl Chizek as a clerk in the Auditor’s office, effective April 27, 2026 at an annual salary of $43,500; and the donation of a 2006 Polaris Ranger and a 2005 Triton Trailer to the Britt Fire Department under Iowa Code section 100B.41. The meeting adjourned at 10:06 a.m.; the board will meet next on April 20, 2026.
