The Ellis County Commissioners Court unanimously approved awarding RFP‑2026002 — substance use disorder assessments and intervention services for the Veterans Treatment Court — to Homeward Bound Incorporated and authorized the county judge to execute the contract after final legal review.
EJ Harbin, the county’s director of purchasing, told the court the RFP was released Dec. 1, advertised twice in the paper and continuously on the county’s e‑procurement platform, IonWave, until the Jan. 8 deadline. The county received two responses, from Polo Group LLC and Homeward Bound Incorporated; a five‑member evaluation team rated Homeward Bound highest.
Caitlin Wilkinson, the county’s director of behavioral health, said staff had done “a thorough market research” and that the county had budgeted the funds for the services. Wilkinson answered commissioners’ questions about the evaluation and recommended proceeding with the award. The court’s motion to award RFP‑2026002 to Homeward Bound was made by Commissioner Grayson, seconded by Commissioner Ponder, and passed unanimously.
The resolution authorizes the county judge to execute the contract once the county’s legal review is complete.
