Committee backs administrative thresholds for grant approvals, limiting ongoing obligations

The Budget and Finance Committee voted to recommend to the Board of Mayor and Aldermen a revised grant-management policy that defines administrative approval thresholds for time-sensitive and lower-dollar grants while reserving long-term financial commitments for the full board.
Miss Holden summarized the new section on the application and approval process and said the administrative-approval thresholds cover three main circumstances: time sensitivity, awards under $200,000 that are 100% grant-funded (no local match), and grants that do not create ongoing financial obligations. She told the committee: “If the grant allows for you to hire an individual, that would create an ongoing financial obligation … That would not be, under city administration approval. That would come to you all as Boma.”
She also said thresholds were intended to be used sparingly when application deadlines make board consideration impossible and emphasized that recurring use of administrative approval would signal an implementation problem.
After returning to the item later in the agenda for clarification, the committee moved and recorded a favorable recommendation to the board. Members asked staff to circulate final language before the board vote.
