Commissioners approve Palmer Park, Estates of Hidden Creek bonds and a replat for Copp's Place

The Ellis County Commissioners Court unanimously approved several development actions on its agenda, including performance securities and a replat.

Alberto Morris, Director of Development, presented three items brought by the department. For item 1.1 he described a proposed performance letter of credit for the Palmer Park subdivision, a six‑lot project on roughly 16.837 acres; the proposed bond amount was $668,190.67. Staff recommended approval and the court approved the letter of credit by unanimous vote.

Item 1.2 was a replat for Cobbs Place (Lot 1B, Block A) to reduce a lot to 1.497 acres and rename it to Copp's Place. Morris said the original plat (Ria Place, recorded 07/26/2016) and civil plans are approved but noted that the replat currently falls 10 feet short of a right‑of‑way dedication on North Armstrong Road; staff recommended approval subject to 18 conditions. Commissioner Ponder moved approval subject to those conditions; Commissioner Butler seconded and the court approved the replat unanimously.

For item 1.3 Morris presented a performance bond for the northern portion of the Estates of Hidden Creek subdivision. The bond amount presented was $1,219,427.50 to cover the northern portion of the development north of West Grove Lane; Morris told the court construction costs caused the project to be split. Commissioner Butler moved to accept the bond; Commissioner Ponder seconded and the court approved the item unanimously.
