Ellis County re-awards court-management contract to Tyler Technologies and authorizes ARPA funds

The Ellis County Commissioners re-awarded a court management and jury-selection system contract to Tyler Technologies Inc. and authorized the County Judge to sign the contract after negotiations, noting ARPA funds will be used to cover implementation costs.
Jennifer Zarate, a candidate for district clerk with more than 30 years’ court experience, spoke in favor of Tyler’s Odyssey system during the public-comment period and described successful implementation experience in Dallas County: "It's a phenomenal system… We were really happy with it in Dallas County," she said. Her remarks preceded the court’s discussion and vote on the RFP re-award.
The County Judge told commissioners the implementation would be paid for through ARPA funds and that the county had received an opinion allowing transfer of ARPA dollars for this purpose. On a motion from Commissioner Butler, seconded by Commissioner Ponder, the court re-awarded RFP-2023-003 to Tyler Technologies, authorized negotiation of the contract, and granted the judge authority to execute the agreement once negotiations are complete. The motion passed unanimously.
What’s next: County staff will negotiate final contract terms with Tyler Technologies and the County Judge is authorized to sign when negotiations are complete; ARPA funding will be applied according to the county’s legal opinion on eligible transfers.
