Commissioner Webb reports $10 million federal allocation for FIFA transportation; resident urges planning for regional representation

Commissioner Webb reported to the Collin County Commissioners Court that the Regional Transportation Council (RTC) recently received an additional $10,000,000 in federal funds to support transportation needs tied to the upcoming FIFA event this summer.
"The federal government, basically, granted us an additional 10,000,000," Webb said, adding the funds will be reallocated to provide additional regional transportation services in anticipation of the event. Webb also said the RTC approved hiring outside legal counsel after the current attorney, who represents the Council of Governments, withdrew due to a conflict of interest.
Webb outlined regional coordination on the proposed outer loop and said Rockwall County entered an MOU with the RTC to coordinate the segment where the loop would transition through that county; Webb said Denton County has already moved forward with its planning for the loop alignment that runs east-west.
A court member asked whether the Denton lawsuit that sought a temporary restraining order on the Council of Governments was discussed at the RTC meeting; Webb said it was not.
During the public comment period, Lee Moore urged the court to review board and commission appointments held by outgoing commissioners to avoid gaps when long-serving members depart in 2027. Moore recommended replacing Commissioner Williams as the RTC alternate with a nonretiring member to allow that person time to build relationships and institutional knowledge before the retirements take effect.
Moore said the request is about maintaining Collin County's voice at the regional table and asked staff to identify transition risks and bring back a plan so successors can be named with sufficient runway. The court did not take formal action on the public comment beyond the acknowledgment and adjourned into a Healthcare Foundation meeting afterward.
