Ellis County approves multiple replats, variances and a right-of-way vacation

ELLIS COUNTY, Texas — The Ellis County Commissioners Court approved a package of land-development items including three replats, partial variances for a large subdivision, and the abandonment and quitclaim of an unpaved right-of-way.
Alberto Morris, director of development, presented staff recommendations for multiple items on the court’s agenda. The court approved a replat of Lyons Road Estates (approximately 5.923 acres east of Lyons Road and Alma Drive) subject to 12 technical conditions; a replat of Grande Casa Ranchitos (roughly 9.131 acres north of Grande Casa Road); and a setback-related request for May Pearl Hidden Hills (about 1.13 acres to reduce a side setback from 20 feet to 10 feet). Each of those items passed on unanimous votes.
On a separate item, staff explained variance requests tied to the proposed Heirloom Development Phase 2A (about 169 acres) seeking (1) issuance of an early grading permit before final civil-plan approval, (2) reduced curb radii at pavement edges, and (3) placement of utility lines within the right-of-way. Staff recommended approval of the two technical variances (reduced radii and utility placement) and described the grading-related request as moot because the civil plans already had been approved; the court approved variances 2 and 3 and took no action on the first variance.
The court also authorized vacating and abandoning a 60-foot unpaved right-of-way shown on Shiloh Branch Estates 2 and approved a related quitclaim deed to convey the vacated strip to adjoining property owners, subject to three conditions: submission of a revised replat for review, retention of existing utility easements, and that future replats reflect current and future easements on the plat.
Alberto Morris repeatedly said staff recommended approval of the items as presented and confirmed proper newspaper notice and mailed notices were provided for the replats and amendments. All land-development motions passed unanimously.
