Auditor gives Collin County a clean single-audit; commissioners approve $2 million courthouse project amendment

The Collin County Commissioners Court received a clean single-audit and an unmodified opinion on its annual comprehensive financial report during its meeting. Auditor Mr. Pruitt said the county's internal controls and grant compliance reviewed for the Coronavirus State and Local Fiscal Recovery Funds and the Fund for Veterans Assistance produced no compliance findings.

"There was a clean opinion," Mr. Pruitt told the court, describing the single audit (a Yellow Book or Government Auditing Standards report) and the additional test work performed on the grants. He said the county received both a federal and a state audit under the single-audit requirements for entities receiving more than $1,000,000 in federal or state funding.

In his review of the county-prepared comprehensive financial report, the auditor said the county received an unmodified (clean) opinion. He highlighted key figures in the report, including an unassigned general fund balance of $277,000,000 and a net positive variance for the year of $63,900,000, which reflected revenues exceeding estimates and lower-than-expected expenditures.

Separately, the court approved a $2,000,000 budget amendment shifting money from a 2023 bond fund into project codes for courthouse expansion ($1,500,000) and a parking garage ($500,000). The motion to approve the amendment passed 5 to 0.

Court members thanked auditing staff and county teams for preparing the financial report and for the positive audit results. The court then moved on to discussion items and later adopted road upgrade criteria and adjourned.
