RTC report: $10 million federal boost for FIFA transit; resident urges preemptive succession planning

Commissioner Webb reported to the court that the Regional Transportation Council (RTC) secured an additional $10,000,000 in federal funding to support transportation needs in advance of the upcoming FIFA event and that the RTC voted to retain outside legal counsel after the prior attorney withdrew due to a conflict of interest.
"The federal government...granted us an additional $10,000,000," Webb said, describing the money as targeted to transportation needs for the region during the event. He also told the court the RTC moved forward with hiring outside counsel after the current attorney, who also represents the Council of Governments, had to withdraw because of a conflict.
Webb described ongoing planning for the outer loop — including an MOU with Rockwall County and Denton County’s own planning — and said the RTC is trying to avoid leaving gaps where portions of the loop would not connect across county lines.
A commissioner asked whether a Denton County lawsuit that led to temporary restraining orders against the Council of Governments came up at the RTC meeting; Webb said it did not.
During public comment, Lee Moore urged the court to prepare now for several commissioners’ planned departures at the end of the year so Collin County does not lose institutional relationships on regional boards. Moore recommended replacing Commissioner Williams as the RTC alternate with a non‑retiring appointee to allow runway for relationship-building and asked staff to return with a full review of outgoing commissioners’ board and commission appointments.
Moore said the concern is continuity: "The value of a seat on the RTC really isn't just about showing up, it's the institutional knowledge and the connections that take time to develop." The court did not take formal action on that request during this meeting.
