Commissioner Webb reports RTC plan to redirect future transit funds toward rail connections; county commissioners probe equity and contingencies

Commissioner Webb delivered the Regional Transportation Council update and described a regional concept to redesignate approximately $105 million of future transit monies to support two major projects: connecting the A-train to the Silver Line and linking Trinity Metro’s system to Dallas/Fort Worth International Airport. "That could be 10 years. It could be 3 years. It could be 20 years," Webb said, describing the lack of a strict time limit on the designation.

Webb said the RTC also discussed a separate $75 million transportation-dollar package intended to support DART over five years and to encourage member cities to remain in DART. "It's part of the 75,000,000 that is basically going to be given to DART over the next 5 years," he said. The commissioner characterized the packages as redesignating funds that normally flow to transit agencies rather than newly raised revenue.

Other court members asked clarifying questions about earmarking and equity. The presiding official raised concern that redirecting transportation dollars to support cities in DART could mean nonmember cities in Collin County would give up transportation funds to subsidize services for DART cities. Webb replied the plan is contingent on the cities calling off withdrawal elections and on an interlocal agreement being signed by the deadline reported at the RTC meeting.

No formal county vote was taken on the RTC item; the court received the update and asked staff clarifying questions.
