Hill told the court that many cities in Collin County already enforce local noise ordinances but counties lack the authority under state law to adopt similar local limits. He cited the penal code language referred to in his remarks and said state enforcement sets the enforcement threshold at about 85 decibels, leaving deputies without authority until levels reach 86 decibels, which he said does not protect residents, including schoolchildren, from disruptive late-night noise.
The presiding official thanked Hill for his comments and said the request was not on that day’s agenda; the court moved on to scheduled business. Hill specifically asked for a future agenda item so commissioners could discuss whether to support Representative Leach’s proposed change.
No formal action was taken at the meeting on the noise question; Hill requested only that the subject be added for future discussion and potential official support.
