Staff told the board that a comprehensive walkthrough on April 17, 2026, with county planning staff, road-department staff, the property owner, project engineer and the county’s contracted engineer found that grading, drainage and internal subdivision roads conform to the submitted final reports and plans. The final is consistent with the preliminary subdivision approved on Oct. 31, 2024.
Dan Cole of Sand Creek Engineering said there were no material changes from the preliminary plan and that Washington Water Authority approvals and required tests were complete. During public comment, Ronnie Bowen (19179 Strawberry Plant Road) asked who will maintain private access roads and whether Strawberry Plant Road will be paved; county staff and the applicant explained any roads inside the subdivision are maintained by the HOA/POA, while county roads outside the subdivision remain the county’s responsibility.
With those clarifications, a motion to approve the final plat carried by voice vote.
The applicant may proceed with construction under the approved final plat and will coordinate with the Washington Water Authority and the county on any off-site road improvements or access issues.
