Homestead City Council on April 22 approved a major infrastructure contract to replace and upsize water and sewer mains along Chrome and Flagler avenues and to add transit‑accessibility improvements.
The council awarded Invitation to Bid 202614 to Lonzo Construction Inc., the lowest responsive bidder, for $26,782,337.08 and authorized a city‑manager contingency allowance of up to 10% for change orders. Staff said five credible bids were received (bids ranged approximately from $26 million to $38 million) and that Lonzo had strong experience on comparable regional projects.
Finance and public‑works directors told council the project will be funded by multiple sources: stormwater utility fees for drainage elements, public works impact fees, water/wastewater revenue note proceeds (a previously approved $12 million loan), direct grants including a state contribution and FTA funds tied to transit improvements in the corridor, and CRA contributions for downtown segments. Staff said the city accounted for debt service when the loan was approved and that the city will match invoice line items to eligible funding sources as the contractor bills.
City staff said the work upsizes selected sections from existing 12‑inch mains to 24‑ and 36‑inch pipelines to add capacity and resilience for the next 25–50 years, and that the schedule in the bid requires completion in roughly 495 days; the manager said the city will press for timely, high‑quality performance and that the contractor expects to establish a local office and hire local workers. Councilmembers asked about community impacts and job‑fair outreach; staff confirmed public outreach meetings and job recruitment will begin as the contractor prepares a schedule of values.
The motion carried on roll call. The award authorizes the manager to execute the contract subject to legal form review and to approve change orders up to the contingency allowance.
