Residents urge Collin County to deny reimbursements for outgoing commissioners' travel

Jean Kelly, Pam Sardo, Karen Rotel, Lee Moore and Kyle Sims each raised concerns about timing, transparency and taxpayer value for conference trips — in some cases citing a NACO conference in Hawaii and airline charges listed in the agenda packet. "Approving over $5,000 in conference travel for outgoing officials, one of which involves a trip to Hawaii, is just not the message we should be sending," Lee Moore said.
Commissioner Webb later told the court he would withdraw his reimbursement request and would not ask the county to cover airfare; Commissioner Williams withdrew a small local mileage claim. The court discussed existing policy that requires elected officials in their final year to receive prior approval for travel on county funds and debated whether enforcement and changes are needed. No formal policy change was adopted; the matter was discussed and individual requests were withdrawn or clarified on the record.
Public comments prompted commissioners to ask staff to apply clear standards for travel reimbursements and to consider a policy requiring full court approval for all commissioner travel reimbursements going forward.
