Policy committee tables community-use policy (3.206), sends package of edits to full board for review

The Policy Committee conducted a line-by-line review of annual policy updates covering business management, safety, facilities, transportation and instructional policies. Committee members accepted a range of editorial and substantive adjustments and moved the proposed changes to the full board for final approval with one exception: Policy 3.206 (Community Use of School Facilities).

During discussion of 3.206, committee members debated a proposed procedural change to allow the Director of Schools to sign off on facility rental requests while principals would continue to confirm availability and compliance. Dr. McPherson and others raised questions about oversight for facilities without principals (for example, the CAB building) and liability and security requirements. Committee members cited statutory obligations, referencing TCA 49-6-804(d) regarding annual delivery of district and building-level safety plans to local law enforcement, as context for careful review. The committee voted to table Policy 3.206 and refer it to Mr. Minor and the Tennessee School Boards Association (TSBA) for formal review; the rest of the policy package (3.100–3.602 edits) was forwarded to the full board.

The committee also performed a first reading of multiple instructional and curriculum policies (4.100–4.500) and recommended them to the full board for first-read approval; the secretary was directed to consult Ben Torres at TSBA on proposed language changes.

The tabling of 3.206 means community-use procedural changes will not be adopted until the Policy Committee and staff complete the requested legal and operational clarifications.
