On the MOA, an MSU Extension official (referred to in the meeting as Jennifer) described the county appropriation and program scope: "Our entire county appropriation is 279,000 as of 2026," she said, and added that she had held the MOA to 2025 costs resulting in roughly a 3% savings. Commissioner Walter moved approval of the MOA with Commissioner Flynn seconding; the motion carried by voice vote.
On transparency, Commissioner Andrews moved that boards to which the county appoints representatives send approved minutes to the county packet within 30 days of approval so they can be included as receive-and-file items on consent. Commissioners agreed to the request and asked administration to compile a list of statutorily or contractually required annual reports and a proposed timeline for 2026 submissions.
Separately, commissioners discussed a draft scope of work for a housing feasibility analysis. Commissioners asked that the scope not be limited to a narrow AMI band and requested that the study include: market-rate and subsidized housing analysis; a review of completed local projects; short-term rental inventory and occupancy patterns; site‑specific rent feasibility studies; and interim presentations to the board during the consultant’s work. The board directed administration to present a revised Statement of Work reflecting those comments.
Public comments at the meeting included a citizen asking the board to correct a minutes entry and a resident describing a FOIA denial for law‑enforcement records; a later commenter urged the sheriff’s office to consider a social‑worker co‑response model for jail and crisis services.
Action taken: the board approved the MSU Extension 2026 MOA (motion by Commissioner Walter; second by Commissioner Flynn), adopted the requested minutes-transparency practice (motion by Commissioner Andrews), and directed administration to return a revised housing feasibility Statement of Work for the board’s approval.
