The Bexar County Housing Finance Corporation approved a resolution authorizing the use of HFC funds, up to $500,000, to support a Bexar County Housing Stability Program aimed at preventing homelessness among low- and moderate-income residents in unincorporated parts of the county.
Commissioners discussed program parameters and administration. Catholic Charities' vice president of programs, Lizzie Perales, told the court her organization has more than a decade of experience delivering rental and relocation assistance and said the county's funds would be prioritized for unincorporated-area residents and for referrals coming directly from commissioners' offices. "We are providing these services day in and day out," she said, and confirmed the organization is prepared to manage quick distribution and prioritize referrals the court designates.
Commissioners noted the patchwork of existing rental-assistance programs (city, federal ESG programs and nonprofits) and said the county-funded program is intended to fill gaps for residents outside municipal boundaries. The court approved both the HFC allocation and the recommendation to authorize a grant agreement with Catholic Charities to implement and administer the program.
What happens next: County staff will finalize contract terms with Catholic Charities and track distribution and eligibility criteria; commissioners asked for reporting on outcomes and coordination with other local providers.
