Commissioners reallocate Precinct 3 park funds for trail, pavilion and sports‑field projects

Bexar County commissioners on Nov. 18 approved an internal reallocation of Precinct 3 park capital funds to support six priority projects after staff identified two originally planned projects as infeasible.
Parks staff explained the reallocation would move funds from a proposed conservation area and a floodplain purchase into targeted improvements: $4.5 million for Raymond Russell Park improvements (trails, dog‑friendly amenities, trail extension), about $3.73 million for North Park improvements (playground, restrooms, parking and trailhead amenities where the Spurs operate a dog park), $2 million for sports fields at the new Alamo Colleges campus (feasibility study to follow), and additional allocations for pavilion kitchen renovations and a low‑water crossing repair.
Ken McGlamory of Parks and Recreation said the conservation-area option proved infeasible because property covenants limited public use; the Raymond Russell option was re‑scoped to add connectivity to the Leon Creek Greenway and to repair legacy pavilions. Alamo Colleges and Spurs representatives described partnerships and operational support for planned field space and expanded park facilities.
Commissioner Moody, sponsor of the reallocation, said the step will allow feasibility and engineering work to move forward and stressed a phased approach to implementation. The court voted to approve the internal reallocation and directed staff to proceed with feasibility work, design and community engagement as needed.
What’s next: Parks staff will complete feasibility studies for the Alamo Colleges sports‑field concept, refine cost estimates, and return with design and construction timelines.
