Policy Committee forwards amendments on member participation, facility use and annual policy updates

At its March meeting, the Fayette County Policy Committee approved forwarding several policy changes to the full school board.

Kevin Powers and other committee members considered an amendment to Policy 1.300 that would allow non-committee board members who attend committee meetings to speak or answer questions if the committee chair approves; the committee voted unanimously to forward that amendment to the full board under a special procedure that, if adopted, would allow immediate application. "Allowing participating members to contribute provides additional insight without diminishing the committee’s authority," Mr. Powers said in support.

The committee also removed Policy 3.206 (Community Use of School Facilities) from the table, reviewed attorney-recommended language clarifying permitted uses, fee schedules, supervision requirements and prohibited activities, and voted to forward the policy to the full board for approval. Committee members emphasized clarity on evening and weekend staffing costs and on when access may be denied due to staffing concerns rather than policy prohibitions.

Committee members completed the second reading of policies in Sections 4.100–4.500 and conducted a first reading of Sections 4.501–4.805. Notable edits include clarifications to summer instruction attendance language, grading and graduation wording, test-security wording, and new language addressing “controversial issues” and teacher neutrality; the committee will forward these revisions to legal counsel and TSBA for review before full-board consideration.

All motions to send items to the full board carried unanimously; no final policy adoptions occurred at the committee level.
