County staff and developer representatives described a revised package in which the developer agreed to pay interest on a county advance and to allocate a portion of an assessment stream and land parcels to create public linear park space adjacent to the ballpark. Developers told the court they would not be able to allocate the entire 15% assessment to the county but pledged to dedicate 10% of the assessment to repay an initial $10 million county advance, to increase project contributions and to add approximately $5 million for park construction adjacent to the stadium.
County officials said the $10 million in county funds would be repaid with interest and that the receipts would have no restrictive strings when returned to the general fund. Commissioner Rodriguez moved approval of the acquisition and park components and to authorize the county judge to execute necessary documents; the motions passed on voice vote and the court later authorized release of certain county portions of right‑of‑way and related memoranda of understanding.
Commissioners described the packages as critical to unlocking private investment and to creating new downtown amenities, while noting continued oversight and staff review of final legal documents before execution.
The court directed staff to finalize paperwork and return executed agreements for the record. County legal and budget staff said the transaction would be reflected in the county's capital and debt schedules once the documents are finalized.
