The Budget, Finance, Transportation, Plant Operations & IT Committee reviewed audits, procurement options and insurance costs affecting the district’s FY 2025–26 planning.
Finance staff reported the October financials are generally sound but several accounts will need amendments; monthly grant-manager meetings will begin to address those items. Ms. Elliott summarized internal audit findings (about 60 findings) largely attributed to turnover and lack of training among financial secretaries; corrective action plans and training began on Nov. 11 and will be followed by monthly pop-up audits and SOP development. Forvis Mazars presented a proposal to provide internal school-funds audit services and training, offering a hands-on approach; the firm estimated an upper-limit cost of $60,000. The committee voted to recommend moving the Forvis Mazars recommendation to the Executive Committee and then to the full board.
Marlo?n Hill (Marlon Hill) briefed the committee on E-rate procurement changes: the district plans to use a purchasing cooperative (United States Education Technology Corporate Purchase Group) to issue a mini-bid rather than running a full RFP, which staff estimate could save roughly $24,000 annually; E-rate funding application opens in January 2026 with awards expected May–July.
The committee also approved forwarding a prior-day temporary transfer (under $22,000) that covered payroll from Fund 141 to Fund 142, to be retroactively documented with two budget amendments. Finally, Ms. Elliott reported a 12.1% increase in the State Health Plan premiums for 2026; the district projects roughly $150,000 in additional employer cost this fiscal year and will address the shortfall via a budget amendment.
Motions to move the audit recommendation and E-rate procurement recommendation to the Executive Committee passed; the fund transfer and audit and insurance items will be presented to the full board for final approval.
