An owner's representative and county staff updated the Board of Commissioners on Project Alpha, the county's combined emergency operations center and 9‑1‑1 facility project, reporting completed schematic work and next steps.
Jerry Tomczak, the project's owner's representative, said in January the team completed the architectural site plan, located a buried sanitary manhole that required excavation for survey work, and planned soil borings and water‑infiltration testing to inform drainage and foundation design. He told commissioners civil drawings will follow and that Monumental Engineering (Mega) will prepare engineering documents.
Commissioners asked about funding and renewable‑energy options. Staff said a final cost estimate will follow the completed schematic and that the county has several financing options, including surplus 9‑1‑1 dollars, bonding and potential federal rural funding sources. Tomczak and other staff said the architecture team has incorporated renewable options such as electrification and geothermal as alternates to be considered once cost estimates are available.
Commissioner Andrews asked whether the board could expect budget numbers at the next presentation; staff said the design team will present cost estimates and alternate value‑engineering options then. The board did not take action on Project Alpha at the meeting; staff will return with updated floor plans, a cost estimate and recommended financing options.
