RMA presents TRZ annual report; commissioners acknowledge multi‑million dollar project pipeline

The Cameron County Regional Mobility Authority told the county on Dec. 2 that it remains in a strong financial position and has a multi‑project pipeline the RMA expects to develop over the coming years.
Pete Sepulveda (RMA) presented the TRZ annual report, which he said shows $29 million received, $9 million in expenses and $20 million allocated across projects. Sepulveda described numerous projects — including the second causeway, East Loop, Gateway Bridge and a proposed conversion of U.S. 77 to interstate standards — and said the RMA and county have committed to a plan to convert a corridor to four lanes with roughly $192 million allocated toward building to Starbase/Port of Brownsville connectivity.
Janet Huerta, the RMA’s toll operations administrator, reported that October transactions exceeded 800,000 and that tag penetration for toll accounts is up to 45 percent, with a goal closer to 80 percent; the RMA expects penetration will rise further through regional partnerships. Sepulveda summarized project timelines and funding gaps, noted coordination with TxDOT and federal agencies for NEPA and EIS processes and said several projects are scheduled to enter construction in 2026–2027.
Commissioners thanked the RMA for the presentation and acknowledged the annual report; staff noted the importance of coordinating RMA projects with county and city priorities to protect right‑of‑way and minimize future conflicts.
